WPI Performance on Blogs without WooCommerce

Hi, is the current WPI Performance working on blogs without WooCommerce?
My installed version of WPI Performance is Version: 2.5
Under Settings, the plugin only has a text description with no actual settings - is this correct?
I'd love to start seeing the speed benefits from this plugin.
