This is for site admins, especially when they are developing on staging or a dev server. Many, many plugins will keep phoning home to check and validate the plugin license, but if this is on a staging server often the license is invalid.

These remote calls for license checks can add > 10 seconds to wp-admin page load, so this option switches off those license checks for wp-admin administrators (no other users currently) unless the user is on the plugins or wordpress updates page.

I see what you mean. What would be some useful defaults to add in there? This sounds like it could benefit the admin especially when you have many plugins.
